<li>6 siung bawang merah</li>
<li>3 siung bawang putih</li>
<li>1 batang daun bawang, diiris – iris halus</li>
<li>1 batang seledri, diiris halus</li>

<p><strong>Cara membuat resep masakan Bakwan Surabaya:</strong></p>
<ol>
<li><strong>Buat adonan daging (Isi):</strong> Cincang samapi halus daging sapi bersama bawang      merah, bawang putih, daun bawang dan daun seledri. Beri garam dan merica      secukupnya lalu aduk agar merata</li>
<li>Ambil selembar kulit pangsit, taruh ½ sdm adonan daging isi diatasnya      lalu bungkus dan rapatkan kulitnya keatas. Lakukan hingga adonan daging      dan kulit pangsit terpakai seluruhnya</li>
<li>Kemudian goreng bakwan dalam minyak panas yang cukup sampai matang dan      kecokelatan</li>
<li>Rebus bakso sapi bersama kaldu ayam, beri garam dan merica secukupnya.      Sebentar kemudian masukkan mi basah dan bakwan yang telah digoreng tadi</li>
<li>Hidangkan panas – panas dengan irisan daun bawang, seledri dan taburan      bawang goreng serta sambal botol</li>
